Diseño implementado para evaluar un Plan Institucional de Acción Positiva para las Mujeres

    El II Plan de Acción Positiva para las Mujeres, impulsado por el Instituto Vasco de la Mujer (Emakunde). propone 400 acciones estructuradas en 9 áreas de actuación diferentes. En su ejecución están implicados 23 Organismos Públicos (País Vasco, España). Este trabajo ha sido realizado entre Emakunde y la Universidad del País Vasco. Sus principales objetivos han sido: aumentar la evaluabilidad del Plan; establecer indicios para evaluar su nivel de cumplimiento ; y diseñar instrumentos de recogida de información. Además se consideró relevante incrementar la motivación y participación de los Organismos Públicos en el proceso de evaluación, y con tal fin se realizaron reuniones de trabajo con ellos para informarles sobre el diseño de evaluación. Los resultados obtenidos hasta el momento indican que la evaluabilidad Plan ha aumentado de forma notable; los instrumentos de evaluación han posibilitado una recogida de datos más precisa y extensa ; y se ha constatado una mayor implicación de los Organismos Públicos en el proceso de evaluación

    The Second Positive Action Plan for Women is guided by the Basque Institute for Women (Emakunde). This Plan is organized in nine areas including four hundred actions. The whole Basque Governement is involved in its execution. This research was carried out through a collaboration agreement between Emakunde and the University of the Basque Country. The main objectives taken into account in this research were: to increase the evaluability of the Plan; to establish indicators to evaluate its execution level; and to elaborate questionnaires to collect data. Also, it was considered relevant to increase the motivation and participation of the Basque Governement in the evaluation process. To achieve this work-meetings were carried out for giving information about the evaluation. The results showed that this evaluation design has contributed to increase the evaluability of the Plan; the questionnaires have improved the quality of the collected information; as well as the implication level of the Basque Governement has increased.
