El análisis de la transformación del Derecho de Aguas de Canarias tiene un gran interés, pues la evolución del Estado ha generado un conjunto de problemas que necesitan un esclarecimiento para su adecuado uso y explotación. Por esta razón hemos analizado con profundidad, no sólo desde un punto de vista meramente teórico, la posición y las competencias que tienen los Consejos Insulares de Aguas, como entes que están adscritos a los Cabildos Insulares, la planificación hidrológica, así como la situación jurídica de los titulares de aprovechamientos de agua calificadas como privadas por la legislación anterior.
The analysis of the transformation of the Canary hydraulic legislation reveals itself as of a great interest because the evolution of the form of the State offers a range of problems, which need a clarification for its suitable use and profit. Because of this, we have analysed in depth, and not only from a simply theoretical point of view, the role and authorities that the ¿Consejos Insulares¿ have, as institutions dependent from the ¿Cabildos Insulares¿, the hydrological planning, as well as the legal situation of owners of water exploitations described as private by the former legislation.
