En el México de la segunda mitad del siglo XIX, la preocupación por la higiene pública como una manifestación del progreso político y social que se pretendía alcanzar, hizo que uno de los problemas a combatir con más esfuerzo lo fuera la expansión de enfermedades venéreas. En este marco, la mujer pública fue considerada como la prinicipal responsable de la propagación de dichos males, por lo cual la política impulsada durante la presidencia del general Porfirio Díaz en torno a la prostitución y bajo el amparo del reglamentarismo y de las ideas higienistas, descansó en buena mediada en el establecimiento de un control sanitario sobre las prostitutas, por medio de exámenes médicos obligatorios con los que se pretendió garantizar la salubridad pública.
In the Mexico of the second half of the XIX century, the concern for the plublic hygiene as a manifestation of the political and social progress that was sought sto reach, made one of the problems to combat with more effort to be it the expansion of venereal illnesses. The public woman was considered as the main responsible for the propagation of this wrongs, reason why the impelled politics during the presidency of the general Porfirio Díaz around the prostitution and under the help of the reglamentarismo and of the hygienists ideas, she rested in good measure in the establishment of a sanitary control on the prostitutes, by means of obligatory medical exams to guarantee the public health.
