    (Ir)responsabilitat internacional en les postguerres actuais [RAUL ROME VA] La comunitat internacional està a l'alçada, pel que fa a la seva responsabilitat internacional, en ajuda humanitària i de tot tipus vers als països que surten de confrontacions bèl¿liques? Es fa servir una doble moral en les seves ajudes? La història recent de l'ajut humanitari està plena d'exemples en què un abandonament prematur per part de la societat internacional, tant pel que fa a recursos com a atenciò mediàtica i politica, ha esperonat una represa de les armes, de vegades fins i tot amb major virulência a causa de l'efecte frustració. Raül Romeva, analista de conflictes armats i rehabilitació postbèl¿lica a l'Escola de Cultura de Pau de la Universitat Autònoma de Barcelona, considera que a l'hora de dissenyar i dur a terme un acompanyament internacional a la construcció de la pau en contextos postbèl.lics cal tenir presents les següents tres questions clau. En primer lloc, cal fer una bona anàlisi del conflicte, treballant bé els seus actors, les causes que aquests actors perceben com a rellevants. En segon lloc, la planificació de l'ajuda ha de contemplar l'acciò de diversos actors primaris, secundaris i terciaria, amb o sense mandat o lideratge internacional; entre aquestes tasques cal esmentar la seguretat i la desmilitarització, les necessitats humanitàries o el reassentament de població. En tercer lloc, finalment, cal que l'acompanyament internacional a la construcció de la pau postbèl¿lica compti amb un calendari més aviat ampli, i que l'objectiu final d'aquest acompanyament sigui l'apoderament de la societat civil i de les institucions locals a partir de la construcció de bon govern.

    International (ir)responsibility in modern post-war scenarios [RAÜL ROME VA] Is the international community really measuring up to its international responsibility in terms of human aid and other kinds of responsibility vis-à-vis countries emerging from war conflicts? Is there a double moral standard in its aid? The recent history of human aid is littered with examples in which an early withdrawal by the international society, both in terms of resources and media and political attention, led to a renewed and even more violent armed conflict through the frustration effect. Raúl Romeva, an armed conflict and post-war rehabilitation analyst from the Escola de Cultura de Pau [Peace Culture School] of the Universitat Autònoma de Barcelona, considers that the design and implementation of international accompaniment in the building of peace in post-war scenarios must address certain pivotal questions. First of all, a proper analysis of the conflict is required, dealing either with the actors and the causes which the latter regard as relevant. Secondly, aid planning must provide for the action of several primary, secondary and tertiary actors, with or without an international mandate or leadership. These tasks include security and demilitarisation, human needs or the resettlement of the population. Thirdly, and finally, international accompaniment in the building of peace in post-war scenarios must have a somewhat broad-ranging timeframe, where the final aim will be the empowerment of the civil society and local institutions, based on the building of good government.
