Resumen de ¿Pueden las ONG reemplazar al Estado?: Sociedad civil y Estado en América Latina

  En las últimas décadas, en la mayoría de los países latinoamericanos, la sociedad civil pasó a tener un protagonismo central, en particular a partir de la lucha contra las dictaduras. En este contexto, las ONG se transformaron en la encarnación de la sociedad civil, pasaron a expresar las demandas más variadas y fueron asociadas a los más diversos discursos políticos. Para la visión liberal, las ONG deben reemplazar parcialmente los servicios de protección social del Estado, mientras que para la izquierda son el nuevo vehículo para canalizar los reclamos de justicia tras el colapso de la alternativa socialista. El artículo afirma que, pese a su importancia, las organizaciones de la sociedad civil no podrán reemplazar al Estado-nación, que es donde se define la lucha por la distribución de la riqueza.

  During recent decades, in the majority of Latin American countries, civil society has achieved a clearly protagonistic role, markedly so after its struggles against the dictatorships. Within this context, the NGOs became to be considered the incarnation of civil society, expression of the most varied demands and associated with a wide range of political discourses. From a liberal point of view, the NGOs ought to replace partially the services for social protection in the hands of the State, while for the Left, they represent the new instrument for channeling the demands for justice after the collapse of the socialist alternative. This article argues that, despite their importance, the organizations of civil society are not in a position to replace the Nation-State because that is precisely where the struggle over wealth distribution is played out.
