  Hoy en día cada vez con más intensidad va siendo casi imposible no reconocer la estrecha interrelación que existe entre 'la Ciencia y la Tecnología'. Las fronteras entre el conocimiento cíentífico y la tecnología parecen confundirse cada vez más, incluso han dado origen a un híbrido conocido como tecnociencia. Esta situación la reconocemos como una característica actual de la ciencia y la tecnología. Este escrito explora con cierta profundidad esta característica y destaca el surgimiento de los riesgos producto de los efectos no-intencionales, así como de la irreductibilidad de la incertidumbre y de la inevitable indeterminación en la gesti6n de los procesos involucrados y de sus consecuencias. Pero todo esto se hace visible al resaltar que la misma acción tecnocientífica por la que se crean los artefactos o instrumentos o métodos o procesos para operar sobre la realidad no se produce de manera casual o fortuita, muy por el contrario, es el resultado de una acción deliberada e intencional de agentes concretos fundamentada en conocimientos científicos y tecnológicos dentro de un marco de creencias, intereses y valores, y no segregable del entramado social y cultural en que se desarrolla o se incorpora, ni ajena a las fuerzas, factores y circunstancias sociales.

  At present, it is almost impossible not to recognize the close relation between "Science and Technology". The frontiers between scienlific knowledge and technology seem to disappear, even originating a hybrid known as technoscience. This situation is recognized as a present characteristic of Science and Technology. This paper explore in deep this characteristic and highlights the arising of risks as a product of non intentional effects, as well as of the irreducibility of uncertainty and the develops or is incorporated. It is not detached from the social forces, factors and circumstances either. inevitable indetermination in the management of involved processes and their consequences. But all this becomes visible when highlighting that the same technoscientific action that creates artifacts or instruments or methods or processes to opera te on the reality is not produced as casual or hazardous way, but on the contrary it is the result of a deliberated and intentional action of concrete agents based on scienlific and lechnological knowledge within a framework of beliets, inleresls and values. It is not separable from the social and cultural environment in which it develops or is incorporated. It is not detached from the social forces, factors and circumstances either.
