Currently, quality and its assessment is one of the most important aspects of work and interest at European universities. In Spain, the General Direction of Universities created in 2003 the Doctorate Quality Mention as an acknowledgement to those doctorate programs which fulfilled a number of quality criteria and requirements. These criteria have changed through announcements as a product of the need to adapt themselves to demands that were required to enter in the European Higher Education Area. The aim of this work is to analyze the development of these criteria and standards through the five announcements published by the Spanish General Direction of Universities and to value if these changes can have negative consequences on the preparation of a doctorate program to obtain or renew the Doctorate Quality Mention.
