Abstention is on the rise in all types of elections, in France as well as in numerous European countries. The expansion of this phenomenon leads to a redefinition of the modalities of political participation and of the attributes of modern citizenship. While systematic abstention seems relatively stable, there is a significant growth in a sporadic relationship with the ballot, and therefore with abstention itself. The alternative between voting and not voting has increasingly become the rule, and the latter is very often an instrument of political sanction.

L’abstention progresse quel que soit le type d’élection, en France comme dans nombre de pays européens. La diffusion du phénomène contribue à redéfinir les modalités de la participation politique et les attributs de la citoyenneté moderne. Si le retrait systématique de la décision électorale apparaît relativement stable, on observe en revanche une augmentation significative d’un rapport intermittent au vote, et donc à l’abstention. L’alternance entre vote et non-vote est de plus en plus la règle, et ce dernier est de plus en plus souvent instrumentalisé à des fins de sanction politique.
