Resumen de Tendencias del proceso de descentralización municipal en América Latina

En los últimos treinta años se han experimentado profundas transformaciones en el esquema de relaciones entre el estado y la sociedad, cambios a los que no han estado ajena América Latina. Uno de esos cambios tiene relación con el proceso de descentralización y fortalecimiento municipal. En este sentido, el principal objetivo del trabajo es proporcionar un marco conceptual que permita comprender mejor los ejes de dichas transformaciones y sus déficit más importantes.

In the klast thirty there have been deep transformations in the disgram of relatiosnship between the state and the society, changes that also ocurred in Latin America. One of these changes that also occurred in Latin America. One of these changes is the process of descentralization and municipal empowerment. The main goal of this paper is to give a conceptual frame that allows a better understanding of the core transformations and their more important deficit.
