  La historia de Bolivia se encuentra en un punto de inflexión. Vanos problemas han hecho crisis en este momento. Unos vienen de lejos. Otros, más recientes, son producto de la complejidad de las sociedades modernas. Juntos, marcan la agenda del cambio profundo que el país tiene que enfrentar. Ahora. Elecciones de Prefectos Departamentales, Referendo Autonómico y Asamblea Constituyente, se perfilan en el horizonte como los hitos en los que se debatirán esas cuestiones. Y, al final del camino, en agosto del 2007, un punto en el que debiera asumir el poder un Presidente con mandato y proyecto histórico. Es una hoja de ruta difícil, llena de obstáculos. Acompañándola, como una sombra, está siempre la amenaza de una solución de fuerza. En las páginas que siguen intentaré un resumen de la agenda, los protagonistas y el escenario de ese debate

  The history of Bolivia is in a point of inflection. Various problems have made crisis at this moment. Some of them come from a long time ago. Others, more recent, are product of the complexity of the modern societies. Together, they mark the agenda of the deep change that the country must face. Now. Elections of Departmental Prefects, Autonomic Referendum and Constituent Assembly, are outlined in the horizon like the landmarks in which those questions will be discusss. And, at the end of the way, in August of the 2007, a point in which had to assume the power a President with a mandate and an historical project. It is a difficult route, full of obstacles. Accompanying it, Like a shade, it is always the threat of an strength solution. In these pages I will try to do a summary of the agenda, the protagonists and the scene of that debate
