El autor analiza cómo España tuvo que enfrentar los planes de intervención territorial que fraguaron Estados Unidos, Francia e Inglaterra para tomar parte de las riquezas que ofrecían las colonias de América. Enumera las gestiones que realizaron los insurgentes mexicanos con la finalidad de obtener la ayuda de los americanos para el movimiento independentista y concluye que dicho apoyo no se dio porque Estados Unidos se preparaba para una posible guerra contra Gran Bretaña.
