La règion urbaine de Lyon: un nouvel outil de ''gouvernance territoriale''

    Today, the urban region appears as the result of an attempt to find a better balance between the function and the institution through a new form of territorial restructuring. The Urban Region of Lyon (RUL) which was created at the beginning of the 1970s through the initiative of the state, does not represent just a further administrative division ; it provides a forum for dialogue between different actors. Its development marks a second period of change in the history of relations between communes in the Lyon region, following that resulting from the creation of the 'urban community'. This change results from the period that it seems to prefigure, at a different spatial scale, a new 'project' approach to intercommunal actions. lOver recent years the RUL has been behind an ambitious document (the Charter of objectives - RUL 2010) which seeks to innovate in urban planning and which is integrated into the new conceptual framework of regional planning and development policy in the 1990s. Today, even with more modest objectives, the RUL has a role to play in the search for new forms of urban management-made necessary by the growing complexity of territorial relationships ; this is despite the absence of any political legitimacy for the RUL which prevents it from becoming a true institution of government.

    Aujourd'hui, la région urbaine apparaît comme la résultante d'une tentative de meilleure adéquation de la fonction et de l'institution par le jeu d'une nouvelle forme de recomposition territoriale ; née au début des années 1970, à l'initiative des instances de l'Etat, la RUL n'est pas une niéme division administrative, mais s'affirme comme un lieu de dialogue pour tous les acteurs concernés. Son développement ouvre le deuxième temps de rupture de l'histoire de l'intercom- munalité lyonnaise, après celui issu de la création de la Communauté urbaine, dans la mesure où elle semble préfigurer, à une autre échelle spatiale, une nouvelle approche de l'inter- communalité dite de "projet". Au cours de ces dernières années, la RUL est porteuse d'un document ambitieux - la charte d'objectifs "RUL 2010" - qui se veut innover en matière de planification urbaine et qui s'intègre dans la nouvelle problématique de la politique d'aménagement du territoire des années 1990. Aujourd'hui, même avec des objectifs plus modestes, la RUL trouve sa justification dans la recherche de nouvelles modalités de gestion urbaine qu'impose la corn- plexification territoriale en cours, malgré une absence de légitimité politique qui l'empêche d'être une véritable instance de gouvernement.
