    Históricamente y en la actualidad, América Latina es una región desintegrada y desarticulada cuyo desarrollo se orienta en la dirección de las líneas políticas de los dominantes, sean otros Estados o actores transnacionales, que operan desde el exterior o desde el interior, y desarrolla y mantiene escasas y débiles líneas políticas de resistencia o autonomía, mayoritariamente no compartidas por todos los Estados y, en muchos casos, boicoteadas por ellos mismos en actitudes disfuncionales hacia los intereses de la región y funcionales a intereses externos.

    Latin America, has been historically and is still at present a disintegrated and incoherent region, whose development is oriented in the direction of the political guidelines drawn by the dominant ones, whether they are other States or transnational actors, who operate from abroad or from within and they develop and maintain few and weak political guidelines of resistance or autonomy, for the most part not shared by all the States and, in many cases, boycotted by they themselves in dysfunctional attitudes towards the region�s interests and functional to external interests.
