  • The Andean Community has achieved surprising success in one part of its legal system. More than fourteen hundred rulings on intellectual property by the Andean Tribunal of Justice have helped national administrative agencies improve their decision making and resist pressure to deviate from Andean rules. This article explains the emergence of this island of effective international adjudication and engages with broader theoretical debates over how international institutions contribute to building the rule of law.
