Resumen de Une inconnue su l´agenda: l´Administration Obama face à l´équilibre des forces au Moyen-Orient

In spite of an uncertain political agenda, the new American administration won’t be able to avoid dealing with the Middle East conflicts and more specifically on the three main regional issues : the exit strategy in Iraq, the diplomatic posture toward Iran and the Israeli-Arab negotiations. So far, one could doubt that the Obama national security team would follow the blueprint from the Clinton era which perceived the Israeli-Palestine conflict as the matrix of all security issues in the Middle East (proliferation, terrorism). At the opposite, there is a high probability that the American military debate will remain « Iraqi-centric » for the next two years. While the withdrawal plan will have to be refined due to the operational feasibility, the mismanagement of the Iraqi refugees’ issue could lead to regional insecurity. Finally, there is still uncertainty regarding the new diplomatic posture toward Iran and Syria. Both changes could have a noteworthy impact on France’s foreign policy in view of the EU3 or the expectations regarding the Hariri Commission in Lebanon.

Malgré un programme politique incertain, la nouvelle Administration américaine devra traiter les conflits du Moyen-Orient et ce à travers leurs trois grandes problématiques : la sortie d’Irak, la diplomatie envers l’Iran et les négociations israélo-arabes. Il semble à l’heure actuelle peu probable que l’équipe d’Obama revienne à une grille de lecture « clintonienne » faisant du conflit israélo-palestinien la matrice des problématiques du Moyen-Orient (prolifération, terrorisme). À l’inverse, le débat militaire américainrestera vraisemblablement irakocentré pour les deux prochaines années. Tandis que le plan de retrait tant attendu devra s’accommoder des réalités opérationnelles, le non-traitement de la question des réfugiés irakiens pourrait à moyen terme devenir une source d’insécurité. Enfin, un certain flou demeure sur les modalités de laposture diplomatique du président élu Obama à l’égard de l’Iran et de la Syrie. Ces deux inconnues auront un impact direct pour la politique étrangère française, qu’il s’agisse de l’UE3 ou des attentes à l’égard de la commission Hariri au Liban.
