    The sheer volume of laws produced by European institutions, the primacy of European over national law as established by both European and national jurisprudence, and the consequences of these trends for Parliament contributes to the perception of the existence of a European constraint on the law. However, one should keep in mind the fact that the integration of European law in national law is grounded in the Constitution and remember also how the articulation of these two legal systems has gradually led to institutional evolutions at both levels, as dictated by the requirements of democracy. In this context, there is an important stake in the way the articulation between these two bodies of laws are prepared and discussed at the national level.

    Le volume du droit conçu par les institutions européennes, l’affirmation de la primauté de ce droit sur la loi nationale, consacrée tant dans la jurisprudence communautaire que nationale, et les conséquences qui en résultent pour le Parlement nourrissent la perception d’une contrainte européenne sur la loi. Encore faut-il bien mesurer que l’intégration du droit communautaire en droit national trouve ses fondements dans la Constitution et ne pas oublier comment l’articulation de ces deux droits s’est progressivement accompagnée de transformations institutionnelles aux plans européen et national commandées par une exigence démocratique. Dans ce contexte, un important enjeu s’attache à la manière dont, au plan national, est préparée l’articulation entre ces deux droits et à la manière d’en délibérer.
