Resumen de Desarrollo histórico y actores sociales en la gestión ambiental de lor recursos: El caso de El Partido de La Costa - Provincia de Buenos Aires

  • The urbanization process of the spas group (twelve in total) that constitute the Partido de la Costa, Buenos Aires province, besides being joined trough a common activity to promote its development, tourism, presents numerous similarities in the production modalities, appropriation and land use as well as the natural resources, similarities that are transferred to the character that these print to the transformation of the territory. The mentioned process of space-territorial transformation, undoubtedly originated in a different appraisement until the beginning of the same one, of the natural resources for the tourism, it promoted a urban spaces production , starting from the legal subdivision of rural lands and their incorporation to the market that has had deep environmental implicancias. This process that presents similarities with other processes of urbanization y/o extension of the cities during decades, in the specific case of the Partido de la Costa, it was carried out with a economic rationality, caracterized by the ignorance or disregard regarding the delicate natural dynamics that possesses the area and the possibilities of handling the resource that gave support to the group of seaside cities. The recognition of the different actors involved in this process and the analysis of its rationalities contributes to the identification of the complex concurrent causes to the mentioned process, the produced relationships between the same ones and the resulting effects. The present writing is the result of the advance of the investigation project taken ahead by the authors whose objective is to determine the conditions of environmental sustentability of the involved territory linking the transformations that the urbanization process and adopted development print on itself, identifying and integrating to the analysis the environmental implicancias of this transformations.
