Resumen de Facultades competenciales y funciones de las Comunidades Autónomas en inmigración: un análisis desde las estrategias fijadas por la Unión Europea

  Ante el reto de la inmigración proyectan sus estrategias públicas distintas administraciones, a saber la Unión Europea, el Estado, las Comunidades Autónomas y los municipios. En la actualidad se dan las dos premisas básicas para reflexionar sobre el papel llamado a desempeñar por las CCAA en el contexto de una política común de inmigración. Por un lado, mediante la reforma de los Estatutos de Autonomía, las CCAA han comenzado a asumir competencias específicas en materia migratoria. Por otra parte, las instituciones comunitarias han empezado a diseñar en el ámbito de la UE una política de integración de los inmigrantes, gestando una serie de principios comunes básicos ante una realidad que considera permanente y común de toda la sociedad europea. El presente estudio responde a una doble finalidad: primera, reflexionar sobre las competencias y actuaciones de las CCAA en materia migratoria y, segunda, determinar el grado de convergencia de sus políticas de integración con los parámetros y pautas fijadas a nivel europeo.

  All the Administrations -the European Union, the State, the Autonomous Communities and the Municipalities- are adopting their public strategies to face the challenge of migration. At the present time, there are two basic premises on the table, which should moves us to think about the roll that the Autonomous Communities should play in the contest of a common migration politics. On one hand, after the recent reform of the Statutes of the Communities, the Autonomies started to assume specific powers over migration issues. On the other hand, the EU- Institutions have begun to design a politics of integration of immigrants within the European Union. EU is originating various common principles from the point of view of a reality that is common and constant inside of the European society. This paper has got a double aim: first, to think about the powers of Autonomous Communities on migration matters; and second, to determinate the stage of convergence of their integration politics and the parameters and outlines, which are fixed at European level.
