Laid out as a break with centralization which started during the Ancien Régime and after that was forced by the Revolution ethnofederalism seems to have « cured » Ethiopia of separatism. However its implementation has raised the question of the balance of power which has been in favour of Tegray since 1991.
Annoncé comme une rupture d'avec la centralisation entamée sous l'Ancien Régime puis imposée par la Révolution, l'ethnofédéralisme semble avoir « guéri » l'Ethiopie du séparatisme. Son application remet toutefois en question l'équilibre des pouvoirs en faveur du Tegray instauré en 1991.
