The aim of this article is to show that an empiric and pragmatic approach lies behind the creation of the urban community of 'Saint- Etienne Metropole'. Its existence results from a minimal consensus relating to a minimal territory and is challenged by other forms of territorial division. To the north, Andrézieu-Bouthéon, favouring an individual strategy, has opted for an autonomous position within the intercommunal structure existing in the canton of Saint- Galmier. To the north-west, the reluctance, even hostily, of Montbrison, has resulted in the autonomy of the canton of Saint- Just-Saint-Rambert. At the eastern extremity of the Gier valley, various forms of disagreement are evident.

Le but de cet article est de montrer que la communauté de communes "Saint-Etienne Métropole" est une construction empirique et pragmatique. Elle résulte d'un consensus minimal sur un territoire minimal qui se heurte à d'autres logiques. Au nord, Andrézieu-Bouthéon, emportée par le jeu des stratégies politiques, joue une carte autonome au sein de la communauté de communes du canton de Saint-Galmier. Au nord- ouest, les réticences, voire l'hostilité montbrisonnaise, sont à l'origine de l'autonomisation du canton de Saint-Just-Saint- Rambert. A l'extrémité est de la vallée du Gier, se manifestent des dissidences multiples.
