Resumen de Le processus de libéralisation commerciale du Soja Roundup Ready au Brésil sous l´angle de l´analyse de filière

To explain the dissemination and the trade liberalization process of the Roundup Ready soybean in Brazil, two mainly opposing views are usually used. The first one, often labelled as no-global and environmentalist thesis, describes the diffusion of RR soybean in Brazil as the umpteenth example of the Monsanto’s imperialist domination strategy. The second analysis would explain the same phenomenon as the simple consequence of the economic and productive benefits that this technology is supposed to provide. The aim of this paper is, starting by a critical reading of these two approaches, to propose a fresh look on this phenomenon. Our qualitative and meso-economic analysis will allow us to show that trade liberalization of genetically modified soybeans in Brazil, is a political decision reflecting the consensus of the majority interests of the industry in question.

Il est habituel d’expliquer le processus de diffusion et de libéralisation commerciale du soja Roundup Ready au Brésil à partir de deux thèses opposées. Selon la première, souvent étiquetée d’alter-mondialiste ou d’écologiste, la diffusion du soja RR au Brésil serait le fruit d’une stratégie de domination impérialiste de la firme Monsanto. La deuxième thèse expliquerait ce même phénomène par le simple avantage économique et productif que la technologie RR est censée apporter. L’objectif de cet article est, en partant d’une lecture critique de ces deux approches, de proposer un regard nouveau sur ce phénomène. Notre analyse, qualitative et méso-économique, nous permettra de montrer que la libéralisation commerciale du soja RR au Brésil est un choix politique traduisant la convergence d’intérêts économiques majoritaires de la filière en question.
