On a national scale, the construction and the implementation of public policies, whatever the subject, are based on the combined efforts of the various decision-making authorities. This is particularly true for the coastal domain, with institutional integration constituting a major pillar in the concept of integrated coastal zone management (ICZM). Now, this coordination between State and sub-national authorities largely depends on the constitutional rules that organise the internal structuring of power. Italy has shown that regionalization has been underway for several decades, which has had numerous consequences on the way in which coastal zones are managed today.
À échelle nationale, la construction et la mise en œuvre de politiques publiques, quel qu’en soit l’objet, reposent sur une conjugaison d’efforts menés par les différentes autorités décisionnelles. C’est particulièrement vrai dans le domaine littoral, l’intégration institutionnelle constituant un pilier majeur du concept de gestion intégrée des zones côtières (GIZC). Or, cette coordination entre État et autorités infranationales relève d’abord et avant tout de règles constitutionnelles organisant la structuration interne des pouvoirs. En Italie, c’est la voie de la régionalisation qui est suivie depuis plusieurs décennies, ce qui a de nombreuses conséquences sur la manière dont les littoraux sont aujourd’hui gérés dans la péninsule.
