This article presents the discussion about public policies for community radios in Brazil. It concerns the debate on the current phenomenon of the increase of community radios in the country which has caused a shift in radio broadcasting. Based upon a documentary and a literature review, we discuss the relationships between communications policies, regulation and the increase of community radios in Brazil. We intend to show that there is a certain level of discrepancy between rights and reality featured by two contradictory, but not excluding trends. On the one hand, the growing number of community radios may indicate some decentralization in the production and distribution of contents and information. On the other hand, a dissemination of these radios may be tied up to the appropriation by political and religious power, replicating the production and distribution communication system from large media groups.
