Resumen de Governança e empoderamento na política social de saúde: Análise da relação entre leigos e peritos em conselhos de saúde

  The article examines the social policy understood as the action of governments pursuing a direct impact on the well being of citizens, through the provision of services. We intend to discuss the relationship between civil society and social policy, with the focus on the action of health councils. For this we will analyze the problem of governance and empowerment, in order to capture two simultaneous movements: the first one relates to the decision making, in the context of the relationship between lay and expert knowledge in health council, and the second deals with the participation of the lay people in decision making in health management councils.

  Analisa a política social entendida como a ação dos governos que e-xerça um impacto direto sobre o bem-estar dos cidadãos, pela prestação de ser-viços. Pretendemos discutir as relações entre sociedade civil e política social, com o foco na ação dos conselhos de saúde. Para isso analisaremos o problema da governança e do empoderamento, a fim de captar dois movimentos simultâ-neos: o primeiro diz respeito à tomada de decisões, no contexto da relação entre conhecimento leigo e perito em conselhos de saúde, e o segundo trata da parti-cipação dos leigos no processo decisório em conselhos gestores de saúde.
