Resumen de O custo social da mudança em uma região periférica

  O entendimento hegemônico de que o crescimento econômico é a base para se atingir um nível de desenvolvimento superior ao estágio em que se encontra determinado território tem sido levado em consideração pela quase totalidade dos governos nacionais na atualidade.

  O problema está no viés desse entendimento onde as forças hegemônicas do capital dominante infiltram as bases de seus interesses se sobrepondo as causas sócio-econômicas internas. Neste sentido, o contexto local acaba sendo uma mera reprodução do global e os fatores locais propulsores da mudança real acabam sendo secundarizados e os efeitos sociais são cada vez mais danosos. As regiões periféricas da periferia sofrem mais intensamente este processo.

  There is a general understanding that economic growth is the base for some regions to reach a higher level of development, which has not been taken into consideration by most governments at present. The problem consists in the bias of such understanding where the hegemonic forces of dominant capital infiltrate the bases of their interests, thus overlapping the socio-economic internal causes. This way, the local context becomes a mere reproduction of the global ones as well as the local factors which should induce real change turn into secondary ones; the social effects become more harmful. The peripheral regions in the world periphery suffer this process even more deeply.
