    La delegación de Bizkaia del COAVN tuvo una influencia en la política urbana de Bilbao desde 1959 a 1979 que resulta tremendamente difícil de cuantificar en su justa medida. Son conocidas sus propuestas reflexivas sobre la arquitectura del momento, sus aportaciones en normas constructivas y teorías, fue además un excelente vehículo difusor de debates, controversias y disputas urbanísticas y arquitectónicas.

    Así como una plataforma impulsora de nuevos aíres críticos en torno al diseño de la ciudad, reivindicadora de una ciudad hecha a medida del ciudadano y no al revés. Actuó como policía urbana, defendió el patrimonio histórico artístico de Bilbao, promovió la democratización del urbanismo y proporcionó a través de un léxico inteligible para los ciudadanos una visión científica y transformadora de la ciudad.

    The Biscayan delegation of the COAVN had an influence on the urban policy of Bilbao between 1959 and 1979 which proves exceptionally difficult to quantify precisely. Its considered proposals concerning the architecture of the time, and its contributions to constructive norms and theories are well known; moreover, it was an excellent vehicle for spreading urban and architectural debates, controversies and disputes. It was a platform for promoting new critical opinions in relation to the design of the city, calling for a city tailored to the needs of the citizen and not the reverse. It acted as a type of urban guard, defending the historic and artistic patrimony of Bilbao, promoting the democratization of urban planning and providing, by means of a lexicon that was intelligible to the citizens, a scientific and transformative vision of the city.

    Euskal Herriko Arkitektoen Elkargo Ofizialak, Bizkaiko Ordezkaritzak hain zuzen ere, Bilboko hirigintza politikan indar handia izan zuen 1959-1979 urte bitartean. Garai hartan, arkitektoen elkargoak egin zituen proposamenek arrakasta ikaragarria lortu zuten: eraikuntza arauak nahiz arkitektura teoría berriak ezagutarazten, besteak beste. Horrez gain, hiriaren inguruan elkarrizketarako tresna ezinbestekotzat jo behar izan genuen. Arkitektoen elkargoaren lelo nagusiak zera esaten zuen: �Hiria gizakiontzat egin behar dugu eta ez alderantziz� Gainera, hirigintza, poliziak bezala, bere gainean hartu zuen erronka oso ospetsua egin zen: ondare historiko-artistikoa defendatzen, hirigintza demokratizatzen eta hirieraldaketei buruz mintzaira zientifikoa erabiltzen.
