Since 1958 an irresistible movement has led to the constitution of a closelyknit political and administrative elite, through a two-sided process whereby higher civil servants enter the political arene and the higher civil service becomes increasingly politicized. If the accumulation of so much power in a single group is increasingly being critized, it seems difficult to envisage going back to the previous situation.

Un mouvement irrésistible pousse en France depuis 1958 à la constitution d’une élite politico-administrative toujours plus intégrée, par le double jeu d’une pénétration des hauts fonctionnaires sur la scène politique et d’une politisation des hautes strates de la fonction publique. Si ce cumul de ressources aux mains d’un même groupe reste controversé, un retour en arrière n’en apparaît pas moins difficilement envisageable.
