This issue of Parliaments, Estates and Representation is dedicated to Professor H.G. Koenigsberger, a key figure in the development of the International Commission who served as its president between 1980 and 1985 and is currently one of its honorary presidents. This year marks his ninetieth birthday, and, in celebration, I have invited Valerie Cromwell to contribute the following appreciation of his work in this field.
