    • The main objective of this paper is to critically discuss the draft law No.

      3985/2004, which proposes the creation of the Federal Council of Journalism (CFJ). The text, suggested by National Federation of Journalists (Fenaj), was introduced to Congress by the executive branch on August 4, 2004. This article will consider the impact of the proposal in the major media, as well as the behavior of the Brazilian government on such statements. It will discuss key issues for the Brazilian society, such as the monitoring and the zeal for the practice of journalism and its ethical norms
