Este artículo discute los límites y las potencialidades de las políticas de transferencias condicionadas de renta (TCR), implementadas en América Latina desde fines de la década de 1990 para constituirse en instrumentos de protección que respondan a la nueva estructura de riesgos sociales. Se exploran algunas experiencias regionales (con referencia a Argentina y Uruguay) que intentan establecer nexos institucionales de estas prestaciones con las que ofrece el mercado de empleo. Con estas iniciativas se busca superar la fragmentación del esquema de bienestar social producida por la aplicación de las estrategias de reforma promercado en los últimos 30 años.

This article discusses the limits and potentials of the policies of conditional cash transfers, implemented in Latin America since the end of the 90s to become instruments of protection which respond to the new structure of social risks. Some regional experiences (with reference to Argentina and Uruguay) are explored which try to establish institutional ties in these benefits with those offered by the employment market. With these initiatives, governments look to overcome the fragmentation of the social welfare scheme produced by the application of the strategies of pro-market reform in the last 30 years.
