Más allá de las protestas de los últimos meses, los mecanismos estatales estadounidenses �que combinan política social con diversos tipos de control policial� parecen estar dando resultado para evitar que la crisis se transforme en movimientos de masas de trabajadores y excluidos. Este artículo analiza en detalle cómo funciona esa compleja combinación que informa sobre el Estado de Bienestar construido en Estados Unidos desde el New Deal y que no ha puesto fin a las profundas desigualdades. Basta un dato: con la tasa de encarcelamientos más alta del mundo, 2,4 millones de estadounidenses �en su mayoría afroamericanos e hispanos� estaban en prisión a finales de 2008.

Beyond the protests of recent months, the state mechanisms of the United States � which combine social policy with various types of police control � seem to be paying off in avoiding the crisis transforming into a mass movement of workers and the socially excluded. This article analyses in detail how this complex combination works, and how it reflects on the Welfare State built in the United States since the New Deal, which has not put an end to the deep inequalities the country suffers. A single fact is telling enough: at the end of 2008, 2,4 million citizens were in jail � in the most part Afro-Americans and Hispanics � giving the country the highest rate of imprisonment in the world.
