Situación actual y perspectivas de la Comunidad Andina

    La Comunidad Andina de Naciones ha presentado avances particularmente importantes en lo que respecta al comercio de bienes y servicios, y la creación de un patrimonio institucional y jurídico sólido. En cuanto a la libre movilidad de personas y de capitales los avances han sido significativos, pero aún persiste la necesidad de redactar un estatuto común que favorezca en especial el movimiento de capitales. A pesar del retiro de Venezuela, las perspectivas son alentadoras: los efectos de tal situación han sido atenuados por las disposiciones del artículo 135 del Acuerdo de Cartagena. Por otro lado, los avances en la concertación política con la Unión Europea y la manifestación del interés de Chile de volver a la Comunidad Andina ponen de manifiesto los retos que se avecinan con miras a la construcción de la Comunidad Suramericana de Naciones.

    The Andean Community of Nations has presented important advances made in the trade of goods and services and in the setting up of a strong institutional and legal heritage. These advances have also been significant when it comes to the mobility of people and capital between the member nations; nevertheless, there is still the need for a written by-law that would favor the movement of capital. Despite Venezuela�s retirement, there are encouraging perspectives for the effects of the retirement have been lessen by article 135 of the Acuerdo de Cartagena. Also, the advances made in order to attain a political agreement with the European Union and Chile�s desire to come back into the Community highlight the challenges that the Andean Community of Nations faces in the near future.
