Fuerzas Armadas en México: entre la atipicidad y el mito

    Nacidas al calor de la revolución de 1910, las Fuerzas Armadas de México se diferencian de las de otros países de la región por su composición popular y su tradicional subordinación al poder político. Eso, al menos, es lo que sostiene el mito. Si se mira con más atención, se descubre que los militares mexicanos han expandido sus funciones a la lucha contra el narcotráfico y otras cuestiones de seguridad interna, lo cual los expone a la corrupción y les impide desarrollar adecuadamente su misión fundamental de defensa nacional. A esto se suman una serie de problemas de gestión, la burocracia derivada de un pésimo diseño institucional y el desmanejo presupuestario, que demuestran que las Fuerzas Armadas en realidad se encuentran bastante lejos del mito que supieron construir.

    Product of the 1910 revolution, the Mexican armed forces are to be distinguished from those of the rest of the region on the basis of their popular social composition and their traditional subordination to civil power. At least, that is what the myth says. Looked at more closely, we find that the Mexican military has extended its functions by embracing the struggle against drug-trafficking, together with other aspects of internal security, exposing itself to the temptations of corruption and hindering the fulfillment of its basic mission which is the defense of the nation. To this we must add a series of management problems, the bureaucracy which results from a highly deficient institutional structure and a poor handling of its budget. All this suggests that the armed forces are in fact a long way from the myth they had built up.
