La regulación del mercado de la tierra es el fundamento para desarrollar los planes urbanos; la escasez y los altos costos de la tierra han incrementado las dificultades para ejecutar los programas sectoriales más importantes de políticas públicas.
La política de tierras busca obtener suelo para vivienda social, infraestructuras y equipamientos urbanos en tiempos y lugares adecuados y a precios que hagan posible y equitativos los programas públicos; también es un mecanismo para financiar el desarrollo urbano pues permite el reparto equitativo de cargas y beneficios del desarrollo urbano. Su puesta en práctica implica fortalecer la actuación pública, regular las actuaciones urbanísticas de los agentes privados, poner en marcha mecanismos para superar las inequidades producidas por las determinaciones de planeación.
Existe una notoria desarticulación entre las políticas de tierras y las fiscales municipales, las cuales tienen un sesgo fiscalista, que no se interesa por los efectos que tiene en el desarrollo urbano. Es necesario articular políticas fiscales y políticas de tierras pues son interdependientes; de una buena regulación fiscal depende la ejecución de los planes y una buena planeación facilita la regulación fiscal.

The regulation of the market of the land is the foundation to develop the urban plans; the shortage and the high costs of the land have increased the difficults to execute the most important sectoral programs of public politics.
The politics of lands search to get floor to social housing, infrastructure and urban equipment in time and appropriate places and prices that make possible and equitables the public programs; it is also a mechanism to finance the urban development because it allows the equal allotment of loads and benefits of the urban development. Its setting in practice implies to strengthen the public performance to regulate the urbanistic performances of the private agents, to put in march mecanisms to overcome the inequities taken place by planning determinations.
A notorious separation exist between the politics of lands and the municipal district attorneys which one has a slanting fiscalist, that no it interest for the effects that it has in the urban development. It is neccesary articulate fiscal and political politicians of lands because interdependent; of a good regulation fiscal depends of the execution of the plans and a good fiscal regulation depends the execution of the plans and a good planning facilities the fiscal regulation
