  The present article has the objective of presenting the reality of the educational system experienced by children and teenagers giving emphasys to those in personal and social risk situation. It brings to the debate the configuration of the Third Sector, characterizing the State�s role, concepts, characteristics, etc and finally it describes the social and legal proposals of the social educational support programs carried out in alternated period at school, as a fundamental proposal in children and teenagers lives who experienced countless personal and social risk situations.

  Considering the family, the school, the project and the community as artifacts in the individual construction process.

  O presente artigo tem como objetivo apresentar a realidade no sistema educacional vivenciada pelas crianças e adolescentes dando ênfase àqueles em situação de risco pessoal e social. Traz ao debate a configuração do Terceiro Setor, caracterizando o papel do Estado, conceitos, características etc e por fim descreve a proposta social e legal dos programas de apoio sócio-educativo realizadas em período alternado à escola, como uma proposta fundamental na vida de crianças e adolescentes que vivenciam as inúmeras situações de risco pessoal e social. Considerando a família, a escola, o projeto e a comunidade, como artefatos fundamentais no processo de construção do indivíduo.
