Resumen de La mano dura, el delito y el abstencionismo

Uno de los primeros giros que toma la campaña electoral 2009-2010 es el politizar el tema de la inseguridad, un precepto no antes visto en la cultura política costarricense. El Movimiento Libertario (ML) llevaba la batuta del discurso populista-punitivista en materia de (in)seguridad ciudadana. Este recurso utilizado por el ML convirtió la inseguridad en el principal tema de la campaña electoral. Es por lo anterior que, el principal interés de este artículo es analizar la relación entre la utilización del discurso de ?mano dura?, como recurso político para la obtención de votos en los cantones que presentan muy altos índices de delito y la reducción del abstencionismo en dichas zonas.

One of the first turns experienced by the electoral campaign 2009-2010 is the politicized of the issue of insecurity, a provision not seen before in the political culture in Costa Rica. The Libertarian Movement (ML) carried the baton of populist-punitive discourse in terms of (in)security. This resource, insecurity, used by the ML, became the subject into the main theme of the political campaign. Therefore, the main focus of this article is to analyze the relationship between the use of the ?hard-hand? discourse, as a political resource to obtain votes in counties that have very high rates of crime, and the reducing of voter apathy in those areas.
