La erupción submarina de El Hierro ha puesto en evidencia que la gestión del riesgo volcá- nico es manifiestamente mejorable. La decisión de otorgar en exclusiva para todo el territorio nacional esta competencia al IGN, va en contra de las decisiones del Senado y del Parlamento de Canarias, de las declaraciones de ministros y consejeros y del apoyo que ha recibido la propuesta de instituciones científicas y sociales. Como han demostrado los hechos, esta decisión resultó poco apropiada para dirigir y coordinar a todos los sectores implicados, directamente o indirectamente, en la previsión, gestión y estudio de una crisis volcánica.
La crisis sísmico-volcánica del año 2004 en Tenerife no sirvió para que una centenaria aspiración de los canarios se hiciera realidad. La única institución que ha apoyado la creación del Instituto Vulcanológico de Canarias (INVOLCAN) ha sido el Cabildo de Tenerife, pero este único apoyo ha lastrado su funcionamiento y no ha permitido que este organismo tuviera el papel que teóricamente debía tener en caso de una crisis, como ocurrió con la reciente erupción en el litoral de La Restinga.
Esperemos que esta vez hayamos aprendido la lección y, en la próxima erupción (que la habrá) ya tengamos un INVOLCAN. Un instituto apoyado por todas las administraciones que gestione, asesore y coordine a los sectores implicados, la mejor manera de disminuir el riesgo que implica vivir en un territorio volcánicamente activo.

The underwater eruption of El Hierro has proved that the management of the volcanic risk is clearly improvable. The decision to confer exclusively this powers to the IGN for the entire national territory runs counter not only to the judgements of the Senate and the Parliament of the Canary Islands, but also to thepronouncements of ministers and consejeros(ministers in a regional government) and to the supportthatit has receivedthe proposal ofscientific and social institutions. As the events have longly demonstrated, this decision proved to be unsuitable in order to manage and coordinate all the involved sectors, directly or indirectly, in theprecautionary measures, managementand studyofa volcanic crisis.
The 2004 seismic-volcanic crisis on Tenerife did not serve for the activation of a centenary aspiration of every inhabitant of the Canary Islands. The only institution that it has supported the creation of the InstitutoVulcanológico de Canarias (INVOLCAN, Vulcanologic Institute of the Canary Islands) it has been the Cabildo of Tenerife, but this unique support has obstructed its operation and it has not allowedthisinstitution to playtherolethat,in theory,it mustpossessin the case of a crisis, as it occurred withthe recent eruption in the coast of La Restinga.
We hope that this time we have learned the lesson and, in the next eruption (that it will happen), we will have an INVOLCAN. An institute supported by all the administrations that it manages, advise and coordinate all the involved sectors, the better way to decrease the risk that it implicatesto livein an active volcanic territory.
