Resumen de Desafios da regulação da televisão pública no Brasil

  Along the history of the broadcasting in Brazil, the public television has always presented a discreet representation in its regulation. With the arrival of the digital technology, since the implantation of the Brazilian System of Terrestrial Digital Television (Sistema Brasileiro de Televisão Digital Terrestre (SBTVD-T)), the environment of technological transition has opened possibilities so that entities connected to the sector, the Federal Government and society itself discuss and present proposals of what is expected and what they intend this vehicle will become in the future years. The discussions which guide the regulation of public television try to respond to the principles of a diversified programming, focused on the valorization of the education, culture and social development, opening a space for the effective participation of the society with a consolidated, autonomous and subsidized democratic space. Based on the Politic Economy of Communication, two challenges are found: a regulation which guarantees the generation and serving of a programming which answers to such principles and an effective participation of the society in the management, content production and return channel of what is eventually produced process. The constitution of a regulation mark to the public television will only have sense if it enables and guarantees that the society will be able to participate and be representative.

  Ao longo da historia da radiodifusão no Brasil, a televisão pública sempre apresentou discreta representatividade em sua regulamentação. Com a chegada da tecnología digital, desde a implantação do Sistema Brasileiro de Televisão Digital Terrestre (SBTVD-T), o ambiente de transição tecnológica abriu possibilidades para que entidades ligadas ao setor, o Governo Federal e a própria sociedade discutam e apresentem propostas do que se espera e se pretende para este veículo nos próximos anos. As discussões que norteiam a regulamentação da televisão pública buscam atender aos principios de uma programação diversificada, voltada à valorização da educado, cultura e desenvolvimento social, abrindo espaço para a participação efetiva da sociedade com um espaço democrático consolidado, autónomo e subsidiado. Com base na Economia Política da Comunicação, são constatados dois desafios: uma regulação que garanta a geração e veiculação de uma programação que atenda tais princípios e uma participação efetiva da sociedade nos processos de gestão, produção de conteúdo e canal de retorno do que venha a ser produzido. A constitução de um marco regulatório para a televisão pública só terá sentido se viabilizar e garantir à sociedade sua participação e representatividade.
