Resumen de Riforme autonomistiche incompiute e problemi culturali
The essay deals with the long lasting troubles that characterize the reforms tending to transform the Italian Republic according to the principle of local autonomy, in this way implementing the so called “Italian way to federalism”. After a brief review of the normative interventions carried out in the last two decades, analyzing their uncertain and often contradictory outcomes, the essay tries to highlight the reasons for those troubles, in particular underlining the lack of a real culture of autonomy that characterizes the local, regional and national leadership and the uncertain role played by the associations that co-ordinate the different kinds of local authorities. In conclusion, the essay analyzes the most important cultural nodes to solve in order to realize effectively the Republic of local authorities and finally reach a complete implementation of the still unfinished reform measures.
