  This article is the result of the proposed theme for the panel discussion of the I Encontro Nacional de Pesquisa e Práticas em Educação (ENAPPE), National Meeting of Research and Practice in Education, entitled "The role of the university and its articulation with the elementary education", held at the Federal University of Rio Grande do Norte. It is believed that the theme legitimated by a scientific event of such importance confirms the priority of definitions of the roles of these formative spaces for social emancipation. What are the articulations that move the university and the elementary education? As it is a question of great extension and complex we took into consideration the analysis of the policy in the formation of teachers to work in Elementary Education, in the modality of long distance teaching, via Universidade Aberta do Brazil (UAB), Open University of Brazil, aiming to delimitate the regulating marks and the policies that consolidate the support of the Public Higher Education Institution (IPES) to the UAB System. It is important to state that the university is the space of the production of knowledge and so must supply the broad social needs, in a continuous approach of the reality without the intention of definite responses. Also, it is important to observe that the presentation of the policy of the formation of teachers in the modality of long distance teaching, in relation to what is understood by university in Brazil, it is far from the existence of a concensus. Maybe it is good the things are how they are for the university is the proper space for the contradictory, once the unique thought fits the totalitarian systems.

  Este artigo é resultado do tema proposto para a mesa-redonda do I Encontro Nacional de Pesquisa e práticas em educação (ENAPPE) intitulado "O papel da universidade e a sua articulação com a Educação básica", realizado na Universidade Federal do Rio Grande do Norte. Acredita-se que o tema somente está sendo proposto e legitimado por um evento científico dessa envergadura porque há prioridade política que se definam os papéis desse espaços formativos. Quais são as articulações que movem a universidade e a educação básica? Como se trata de tema de grande amplitude e complexidade tomamos como referência a análise da política de formação de professores e professoras para atuar na Educação Básica, na modalidade a distância, buscando delimitar os marcos regulatórios e as políticas que consubstanciam a análise. Não seria demais insistir que a universidade é o espaço de produção do conhecimento e deve procurar responder a necessidades sociais amplas, numa contínua aproximação do real e sem a pretensão de respostas definitivas. E ainda, é oportuno observar que a apresentação da política de formação de professores em relação ao que se entende por universidade no Brasil está longe de haver um consenso. É bom que assim o seja, pois a universidade é o espaço propício para o contraditório, pois o pensamento único cabe nos regimes totalitários.
