Le temps de la réalisation des projets urbains: une fabrique a posteriori des enjeux politiques de l'action collective

    This article analyses the forms of operational management of major urban development projects in France with the aim of showing their composite and fragmented character. In such conditions how can these projects contribute to the formulation of overall urban development strategies covering wide areas of major cities? The aim is to go beyond this contradiction by showing how, in reality, the fragmentation of the actors in the management of a project structures the forms of political regulation of the entire collective action, contributing to the organization of the interface and the co-ordination between different fields of sectoral intervention, between the numerous political institutions which are involved and between public and private-sector actors. Thus, the operational realization phase of projects is viewed as a time during which the political significance and the challenges of collective action are developed. This operational analysis is based on a comparison of two urban development projects: Paris Nord-Est and the ‘Union’ project in the Lille conurbation.

    Cet article analyse les modalités de pilotage opérationnel des grands projets d'aménagement urbain dans le cas français, pour montrer qu'il s'agit de ce point de vue d'objets composites et fragmentés. Comment, dans ces conditions, les projets peuvent-ils contribuer à l'élaboration de stratégies globales d'aménagement urbain, sur des pans entiers des grandes agglomérations? Nous chercherons à dépasser cette contradiction en montrant comment la fragmentation des instances de pilotage d'un projet structure en réalité des formes de régulation politique d'ensemble de l'action collective, qui contribuent à organiser l'interface et la coordination entre les différents champs d'intervention sectoriels, entre les nombreuses institutions publiques impliquées et entre acteurs publics et privés. La phase de réalisation opérationnelle des projets est ainsi appréhendée comme un temps d'élaboration des significations politiques et des enjeux de l'action collective. Notre analyse organisationnelle repose sur une comparaison entre deux projets d'aménagement urbain : Paris Nord-Est, et le projet de l'Union dans la métropole lilloise.
