  Conditions in which the mode of financing the heritage evolves are firstly connected fo the evolution of regulations.

  But the general context can influence in a determining way. It must be taken into account, in a longer-term approach, and allows to anticipate the strategies of the actors. From this point of view, the current reforms which concern local authorities with a measure of autonomy, or those who are quickly going to bring them to modify governance of their cultural skills, must be observed.

  The way local authorities with a measure of autonomy interprets these reforms and adapt them to their territories is a matter of a real territorial understanding.

  Les conditions dans lesquelles le mode de financement du patrimoine évolue sont bien sûr et avant tout liées a l'évolution de la réglementation.

  Mais le contexte général peut influer de manière déterrninante. Il doit être pris en compte, dans une approche à plus long terme, et permet d'anticiper les stratégies des aeteurs. De ce point de vue, les réformes en cours qui concernent les collectivités territoriales, ou celles qui vont les amener rapidement à modifier la gouvernance de leurs compétences culturelles, doivent être observées.

  La rnanière dont les collectivités territoriales « lisent » ces réformes et les adaptent à leurs territoires relève d'une véritable intelligence territoriale.
