Paradigms in EU social policy: a critical account of Europe 2020

    This article offers a critical account of the 'social' in the Europe 2020 strategy, focusing on the new poverty target and the European Platform against Poverty and Social Exclusion. The article reaches three main conclusions. First, while poverty is given a prominent place in the strategy and the recourse to targets is intended to harden up Member State and EU coordination in the field, the poverty target is loose and risks being rendered ineffective as an EU-wide target. Secondly, the social goals and philosophy of Europe 2020 are under-elaborated. While it is important that the poverty-related measures are treated on a similar basis to the other elements of Europe 2020, it is not made clear how growth will bring about the planned reduction in poverty. 'Inclusive growth' has little meaning in itself. This leads to the third conclusion which is that Europe 2020 lacks a coherent model of social development. Philosophically, it draws mainly from social investment and liberal approaches, neither of which has a strong orientation to addressing poverty.

    Cet article présente un examen critique du volet « social » dans la stratégie Europe 2020, en se focalisant sur le nouvel objectif en matière de pauvreté et sur la Plate-forme européenne contre la pauvreté et l'exclusion sociale. Il débouche sur trois conclusions principales. Tout d'abord, si la pauvreté occupe une place de premier plan dans la stratégie et si le recours à des objectifs entend renforcer la coordination entre chaque État membre et l'UE dans ce domaine, l'objectif en matière de pauvreté est flou et risque de s'avérer inefficace en tant qu'objectif à l'échelle de l'UE. Ensuite, les objectifs et la philosophie en matière sociale de la stratégie Europe 2020 ont été insuffisamment réfléchis. S'il est important que les mesures liées à la pauvreté soient traitées sur une base similaire aux autres éléments de la stratégie Europe 2020, rien n'est dit clairement sur la manière dont la croissance entraînera la réduction programmée de la pauvreté. L'expression « croissance inclusive » ne signifie pas grand-chose en soi. D'où la troisième conclusion : la stratégie Europe 2020 manque d'un modèle cohérent de développement social. Philosophiquement, elle s'inspire surtout des approches de l'investissement social et des approches libérales dont aucune n'adopte une orientation forte dans la lutte contre la pauvreté.

    Dieser Beitrag liefert eine kritische Betrachtung des 'Sozialen' in der Europa 2020-Strategie, insbesondere der neuen armutspolitischen Zielvorgabe und der Europäischen Plattform gegen Armut und soziale Ausgrenzung. Daraus ergeben sich drei wesentliche Schlussfolgerungen: Erstens wird der Armutsverringerung in der Strategie zwar ein wichtiger Platz eingeräumt und mit dem Setzen von Zielvorgaben beabsichtigt, die Koordination in diesem Bereich auf Ebene der Mitgliedstaaten und der EU zu verstärken, aber die armutspolitische Zielvorgabe ist lose und könnte sich als EU-weites Ziel als ineffizient erweisen. Zweitens sind die sozialen Ziele und die soziale Philosophie der Europa 2020-Strategie kaum ausgearbeitet. Die armutspolitischen Maßnahmen werden zwar ähnlich wie die anderen Elemente der Strategie behandelt, und dies ist wichtig, aber es wird nicht klargestellt, wie die geplante Armutsverringerung durch Wachstum herbeigeführt werden soll. Der Begriff 'integratives Wachstum' hat an sich wenig Bedeutung. Dies führt zur dritten Schlussfolgerung, nämlich dass es der Europa 2020-Strategie an einem kohärenten Modell der sozialen Entwicklung mangelt. Philosophisch gesehen stützt sie sich hauptsächlich auf das Konzept sozialer Investitionen und einen liberalen Ansatz, die beide nicht nachdrücklich auf die Verringerung der Armut ausgerichtet sind.
