The article explores the relationship between domestic criminal justice policy and foreign policy, with a particular focus on issues surrounding rogue states. It references a study by political scientists Wolfgang Wagner and Michal Onderco. According to the study, there is a correlation between countries' relative hostility to Iran and North Korea and the percentage of the their population which is incarcerated. It is suggested that cultural norms related to retributive or restorative justice may be shared across the domestic and foreign policy arenas.
