  • The Spaak blueprint for the establishment of the Common Markets is almost sixty years old. The three main strands which, according to the Report, would provide the basis for a common market are well known: a customs union combined with free movement of commodities and factors of production; a policy providing for fair competition; and the adoption of measures to facilitate the trasformation and modernization of national economies and enterprises.
