Based on the idea that freedom of association is a fundamental institutional guarantee of democracy (Dahl, 1993), this article examines the voluntary sector in the state of Guanajuato, Mexico. In particular, it gives a snapshot of civil society organizations (CSOs) registered in the Federal Register of the National Institute of Social Development, which are likely to receive public funds.
The text provides an analysis of the composition of state public resources for the promotion of the activities of CSOs, the allocation process and the level of concentration.
This article seeks to contribute to the understanding of the characteristics and institutional environment of associations at sub-national level in Mexico through a case study.
