    The European Union, because of its lack of an independent military force, is often presented as a non-existing power (as in the case of the conflict in the former Yugoslavia). However, any analysis of the foreign influence of the Union must start from the fact that it is an association of sovereign states intent on continuing to exercise their influence on the international scene, but also a supra-national framework operating as an integrated unit in some fields (single market) and as an intergovernmental entity in others (foreign policy). The European Union is establishing itself as a stabilizing force in the Euro-Mediterranean region. It is also one of the major partners in the regulation of the world.

    However, for the Union to become a key player, it must acquire both its own legitimacy and probably the ability to use force.

    L’Union européenne, d’abord du fait de son manque de moyens militaires indépendants, est en général présentée comme une non-puissance (ainsi en ex-Yougoslavie). Toute analyse du poids extérieur de l’Union doit partir de ce qu’elle est : une association d’États souverains voulant continuer d’exister sur la scène internationale, mais aussi un cadre supraétatique, intégré dans certains domaines (marché unique), intergouvernemental dans d’autres (politique étrangère). L’Union européenne s’impose comme un pôle de stabilité dans l’espace euro-méditerranéen. Elle est aussi l’un des partenaires majeurs de la régulation mondiale. Toutefois, pour que l’Union soit un acteur clé, il lui faut acquérir à la fois une légitimité propre et, sans doute, la capacité d’utiliser la force.
