    • It is possible to reflect on different aspects of underdevelopment without making express reference to globalisation, but it would be hard to reach any in-depth analysis and understanding if we ignore the underlying effects of this process. A knowledge of globalisation and its impact on individual societies is a prerequisite for analysing its significance in underdevelopment, for which it contains elements both of continuity and of change. The options open to underdeveloped economies under globalisation are not the same in every case , because opportunities become entangled with constraints so that many policies may be adopted. Guidelines for political action can be based on construction from the viewpoint of each individual situation, on defining a viable set of priorities, on strengthening internal cohesion, on improving integration and on creating spaces open to regulation. We cannot give a magic formula which is universally valid, but we do establish that unilateral and eclectic viewpoints do not serve any positive purpose.
