This work is derived from there search project "The practice of reading and writing in the young does a culture obsolete? That develops in Unit 123 of the National Pedagogical University. Because of its central importance, this chapter takes theoretical approaches to skills in volving the act of reading and understanding as essentially cognitive acts in opposition to the idea that he act of reading is only in deciphering photographs. A brief analysis on the development of reading in Mexico historically and experience of a program promotin greading currently developed at the University is provided.
