The existence of market failures justifies the public policy in research, technological development and innovation fields. This policy should be evaluated in terms of its impact on organizations and the innovation system. This paper presents the characterization of Stimulus Program for Research, Technological Development and Innovation beneficiaries, particularly with regard to microenterprises segment, during the period 2009-2013. The descriptive work shows an increase of financing for lower firms and the links for the research. It also emphasizes the marginality of the program in relation to the size of the Mexican economy and the importance of assessing their effects on additionality.
